Senior citizen group seeks recovery of Medicare expenses from U.S. cigarette makers

A U.S. lobbyist group, the United Seniors Association, filed a lawsuit in U.S. District Court in Boston to recover Medicare expenses related to tobacco smoking. The suit says there is a link between nicotine addiction and smoking-related diseases.

The first of its kind lawsuit seeks to recover as much as $60 billion in estimated Medicare expenses outlaid for treatment of lung cancer and emphysema patients.

The Medicare Secondary Payer Statute (MSP) allows someone to sue on behalf of Medicare. The medical expenses that another party was legally obligated to cover, in this case the tobacco companies if they are found liable in court, would be split between parties to the suit and Medicare. The MSP statute was entered in part because the government does not have the resources to prosecute every case under Medicare law.

Charles Jarvis, the CEO of the group said, “Our motivation is one of taxpayer protection.” He added, “Considering how badly the taxpayers have been injured financially, we believe the responsible parties — the tobacco companies — should be reimbursing the taxpayer to the greatest amount possible under the law.”

Currently, U.S. employees are taxed by Medicare at 1.45% of their earnings. This payroll tax amount is matched by their employer when paid to the IRS.

The lawsuit names Philip Morris USA, Lorillard Tobacco, the Liggett Group, and R.J. Reynolds Tobacco and two of its subsidiaries as defendants. The United Seniors Association is asking for twice the amount paid by Medicare to treat smoking related illnesses since 1999.

Cherokee Scrubs For The Nursing Professional}

Medical uniforms have been a professional requirement of health care workers starting as early as the middle of the 19th century. By 1880, Florence Nightingale had established a system to train nurses and used a hat and band system to identify nurses of different rank. Nurse hats originally were modeled after nun’s coifs, which gave the nursing uniform an increased look of respectability.

The First World War brought about a change in nursing uniforms to allow increased functionality in order to provide fast and efficient care to the large number of casualties of war. Bulky aprons were discarded and skirts were shortened. This change led to a post war period where nursing uniforms begin to mimic popular fashion.

In the 1950’s, hats began to be de-emphasized in order to make the nursing uniform less feminine and therefore attract more male nursing trainees. By the 1970’s the hat had disappeared almost completely except for use in nursing training institutions. The new trend in nursing fashion became uniform scrubs. Today, at most hospitals everyone wears uniform scrubs at all times to prevent the spread of infectious diseases.

Cherokee Scrubs arrived on the market with new styles to flatter the body and make scrubs less unisex fitting. Cherokee Scrub Pants came in a variety of styles to compliment different female body shapes, as well as the original men’s unisex styles.

I dont understand the trend to demean the wearing of uniforms. This trend does not just apply to the Nursing Industry, but extends to the vast number of business categories where a look is appropriate.

Consider the airline pilot. Would we be a happy traveler if we boarded a plane, looked into the cockpit (if indeed that was still possible) and saw our pilot clad in jeans and a T-shirt? Somehow, that stiff, crisp uniform with shiny buttons, white shirt, and most of all the captains hat fills us with confidence that our flight crew is indeed trained and certified to fly the airplane.

The white shirt on our bank President fulfills the same purpose as the airline pilots uniform. It inspires confidence in his ability to manage not only the banks money, but ours as well. Would we invest our hard earned dollars with someone sitting behind a desk in clothes that look like they just did a days gardening chores?

The nursess uniform is similar in nature. The health care uniform, whether it be a traditional white uniform or scrubs, is a symbol of knowledge. It represents the long hours studying anatomy or meds, the hours spent in clinical practice, the numerous nights spent cramming for tests. Symbolically, the knowledge learned is represented by the capping ceremony and graduation.

The uniform worn by a nurse is their badge of knowledge. It is the physical representation of years of studying and work that went into achieving that precious nursing degree. So why would a nurse not want to be recognized as a professional healthcare giver? Why not wear a uniform that sets them apart from the general public? Why not wear it proudly..

Chancellor Rishi Sunak announces UK budget 2021

Chancellor of the Exchequer Rishi Sunak announced the UK’s 2021 budget on Wednesday in the House of Commons. This comes amid significant damage to the country’s economy from the COVID-19 pandemic, in which over 700 thousand people have lost their jobs, with the economy shrinking by 10%.

Sunak announced an extension of the furlough scheme, which had been paying employees who could not work due to the pandemic 80% of their wages. He said it would be extended until September. The scheme also mentioned firms would have to pay 10% of this in July, and 20% in the months of August and September as the scheme ends. It was also announced that support for self-employed people would continue, with another grant for between February and April.

Other support for workers included the minimum wage increasing to £8.91/hour from April, and an existing £20 weekly increase in Universal Credit being extended through September.

Sunak also announced some changes to taxation in the country, with corporation tax rising to 25% in April 2023. Sunak said that this would be the lowest rate in the G7, and that businesses would only be taxed if they made profits of over £250 thousand, which is only 10% of companies. Companies with profits of less than £50 thousand will continue to pay 19% corporation tax. Sunak said that income tax, national insurance, and VAT would not change in this budget with alcohol and fuel duty continuing to be frozen.

For hospitality firms, VAT will continue to be frozen at a reduced rate of five percent. The contactless payment limit will be increased from £45 to £100 this year. New freeports were also announced in locations at East Midlands Airport; Felixstowe and Harwich; Humber; Liverpool City Region; Plymouth; Solent; and Thames and Teesside. These would allow reduced customs costs, and encourages investment.

2007 ING Taipei Marathon warming up competition goes to Kaohsiung

On Saturday of September 15, ING Taipei Marathon South Taiwan Warming Up Competition goes to Kaohsiung Museum of Fine Arts, not only 1615 professional runners but also international runners from Canada, Japan, UK, USA, Germany, and Ireland participated this event. And event organizer Chinese Taipei Road Running Association (CTRRA) presented limited “I Love Marathon” T-shirt for some of 3KM group runners.

Not only international runners, companies and enterprises such as China Steel Corp., CPC Corp. Taiwan, Taiwan Power Company, Chi Mei Medical Center, Chang Gung Memorial Hospital, NXP Semiconductors Taiwan, Corning Co., Ltd. (Taiwan), National Highway Police Bureau of Taiwan, Kang Hsuan Educational Publishing Group, Kaohsiung Prison and Kaohsiung District Prosecutors Office of Ministry of Justice of Taiwan also grouped and participated this event.

A great intensive competition is still in Men’s Group between Wen-chien Wu and Tsu-chien Cheng, but Wu still held his honor and won back this championship with 27 minutes and 34 seconds; In the Women’s Group, Chien-her Hsieh won with 31 minutes and 34 seconds, Yu-hao Wu won the champion with 40 minutes and 27 seconds in the Blind Group.

After this event, ING Antai and CTRRA announced that next stage of ING Taipei Marathon Warming Up will go to Taichung City at September 30.

Canadian military exercise NANOOK 2008 travels through uncharted waters

Operation NANOOK 2008 was held from August 11 to August 25 by the Canadian Forces for the purpose of conducting mock emergency rescue operations for potential maritime disasters in the northeastern Canadian Arctic waters.

Two Canadian navy ships and two airforce planes, a CC-138 Twin Otter and a CP-140 Aurora, took part in the exercises in the Canada’s Arctic. The HMCS Toronto and the Canadian Coast Guard ship Pierre Radisson travelled along the Hudson Strait. The Operation extended to Davis Strait, and Frobisher Bay during the annual NANOOK Operation. There have been 18 such humanitarian operations since 2002. As more Arctic ice melts, the ships sail through uncharted waters. Emergency response times were tested for such potential disasters as oil spills, or rescue operations such as responding to cruise ship emergencies.

General Walter Natynczyk, Canada’s chief of Defence staff, the Honourable Peter MacKay, Defence Minister as well as Minister of the Atlantic Canada Opportunities Agency, and Steven Fletcher, Member of Parliament for Charleswood–St. James–Assiniboia and Parliamentary Secretary for Health, flew to Iqaluit, Nunavut to officially launch the exercise on August 19, 2008 and observe the process.

In addition to the military exercises, Veterans Affairs Canada held a commemorative event onboard the HMCS Toronto to honour the 55th Anniversary of the Cease Fire in Korea, the 65th Anniversary of the Battle of the Atlantic, and the start of the Last 100 days of the First World War. The inaugural ceremonies were held during Community Day activities in the capital city of Iqaluit, followed by the public panel discussion held on Saturday. The community day ceremonies were organized by participants in Operation NANOOK 2008. The public ceremonies received neither Nunavut politicians nor Inuit leaders.

How Changing Your Daily Routine Increase Your Security

Everyone has a routine they follow daily, even if they do not make a conscious decision to do so. If you’re like most people, you frequent the same grocery store and dry cleaner, drive the same way to work each day, and like to go jogging always at the same time. Though you probably don’t think having such a routine is dangerous, it can be. Routines allow potential attackers to plan out their assault. Though some attackers are opportunistic, many others will lie in wait, using your routine to attack you at your most alone and vulnerable moment. A predictable schedule from day to day makes it easier for this attacker to find you.

Changing your routine is easy to do, and not only helps you avoid an attack, but also provides mental refreshment. After all, it’s easy to get stuck in a rut when you do the same things every day. Changing your routine is all about becoming less predictable. These little changes make it less likely that an assailant can use your routine against you.

So, what can you do to change up your schedule without disrupting your life? Try:

Taking the scenic route to work. Adjusting your work schedule to a different time, or changing the times you leave or return to your home Shopping at stores you don’t usually frequent. Check out new cafes, bars, and restaurants in your city. Do your chores and tasks in a different order every day.

Besides changing your daily routine, there are other easy steps to avoid becoming the target of an assailant. As you go about your daily routine, how much personal information are you putting out there? It’s probably more than you think. This information could be used against you by a resourceful criminal. Small changes, such as making your telephone number unlisted, using a PO box for deliveries to your home, and inviting over a friend if you must call a repairman to your home, can make you safer without disrupting your life.

Use common sense to avoid an attack by staying alert and listening to your intuition. Mixing up your routine keeps things interesting and exciting, all the white making it difficult for an assailant to target you based on your schedule. All of these simple fixes can be made free of charge, and serve as a first line of defense against an attack.

The steps listed above will make anyone much safer from attack. If you do feel that you are in danger, what more drastic changes can you make? Consider taking self-defense courses, or purchase devices such as pepper spray canisters or a stun gun. These are great investments for anyone, especially if you think you may be targeted by an assailant. They can give you the confidence you need to defend yourself in a time of need. Pepper spray and stun guns can be carried with you in your purse or pocket, whether you’re going somewhere unfamiliar to you or just following your daily routine.

Teen broadcasts suicide online

A Pembroke Pines, Florida teenager killed himself Wednesday, November 19, while broadcasting on the live video site Justin.tv. After making suicide threats and being encouraged by Justin.tv viewers and Bodybuilding.com forum members, Abraham K. Biggs, 19, committed suicide by taking an overdose of opiates and benzodiazepine, which had been prescribed for his bipolar disorder.

Biggs first began blogging about his planned suicide 12 hours before the actual event. He died after taking pills and lying on the bed in front of the webcam. After the broadcast, viewers who apparently thought it was a hoax posted messages such as “OMG”, “LOL”, and “hahahah”.

Hours later, after being alerted by viewers who had noticed that Biggs had stopped breathing, law enforcement and paramedics arrived, discovered his body, and covered the camera. The Broward County Medical Examiner’s Office has reportedly confirmed Biggs’ death.

According to Montana Miller of the Bowling Green State University, the circumstances of this case were not shocking: “If it’s not recorded or documented, then it doesn’t even seem worthwhile. For today’s generation it might seem, ‘What’s the point of doing it if everyone isn’t going to see it?'”

Biggs’ sister Rosalind was angry that neither the website nor its viewers reacted soon enough to save him. “They got hits, they got viewers, nothing happened for hours,” she said. She described him as “very happy” and “friendly and outgoing.” “On a normal day, you couldn’t really tell that he got as low as he did.” However, he did have relationship problems with his girlfriend, according to a friend.

Mental health professionals have warned about the possibility that other mentally troubled people would copy his actions. According to Dr. David Shaffer of Columbia University, “Any video showing it as heroic or romantic or glamorous could reduce the anxiety people might feel about suicide. It becomes a respectable behavior and lowers the threshold of suicide.” He and other psychiatrists recommend that potentially suicidal teens talk to others and “tell what’s going on.”

Canada posts record $14 billion budget surplus

Canada has a budget surplus of CA$13.8 billion for the 2006–2007 fiscal year, totaling 1% of Canada’s gross domestic product (GDP), Finance Minister Jim Flaherty announced today. The record surplus was boosted by revenue from government corporations to $14.2 billion, far exceeding the government’s projections of $9.2 billion and surpassing the record set by the previous year’s $13.2 billion surplus.

By federal law, all surplus must be used to pay down Canada’s debt, and is not available for spending. $90 billion in debt payments over the last ten years have reduced its debt to $467 billion or 32.3% of national GDP, its lowest level in a quarter century. The announced debt payment is the largest in Canadian history.

The payment also reduced Canada’s annual interest payments by $725 million, which the government pledged to pass on to taxpayers through tax returns and reduced income taxes. The Conservative’s “Tax Back Guarantee”, proposed in the March budget, promises that money saved on interest payments will be deducted from Canadians’ taxes. The Globe and Mail predicts the tax returns will be 30–40 dollars per taxpayer.

Canada has posted ten consecutive budget surpluses in the last decade. The Canadian economy, the 8th largest in the world, has benefited from rising global demand for its export commodities, particularly oil and copper, as well as record corporate profits. This surplus was further increased by a $700 million drop from expected government spending.

Prime Minister Stephen Harper cautioned that the Canadian economy is still facing “tough times” in its forestry, manufacturing, and some export industries. Critics point out that the Conservative government had said Canadians were overtaxed when they took office, and had vowed to eliminate “surplus surprises”.

Weddings, Then And Now

Wedding traditions in the United States have taken some changes through the years. Modern marriages now show more than just a symbol of love for one another, it is an opportunity to hold a joyous celebration to celebrate the union of two people who pledged to love each other till eternity.

Old wedding traditions started with the prospective groom having to ask the bride’s father for his blessing, but, lately, that tradition is not being followed. The common tradition these days is for the couple informing both sets of parents of their intention to marry and hopes to receive their blessings to the union. This is done more out of courtesy than of necessity.

Wedding planning, with all the details involved, such as bridal shower favors, can be very stressful and overwhelming. What brides do today to take the load off their shoulders is to hire a professional wedding planner to look after the major and minute details of the most-awaited day. The bride coordinates with just the wedding planner who in turn coordinates with all the wedding providers, including choosing promotional tote bags and unique wedding cakes and favors.

A traditional United States wedding is usually done in a church or religious building officiated by a religious officer with all the relatives and friends formally invited and a grand celebration follows, especially so when it is the first wedding for the bride. The bride was always expected to be in a while wedding dress with a white wedding veil. A part of the ceremony calls for the official to ask if anyone present knows of any valid reason why this man and this woman may not be legally married. Thereafter, the official proclaims them as officially married if nobody objects. Nowadays, these traditions are slowly having a decreased following. We see couples in the most casual attires getting married in the sky, in the waters or wherever they just feel like sans any friends and relatives in attendance. Weddings have become a casual occurrence.

In some states, traditions have deviated from the standard. If traditionally, the groom toasts the garter, some weddings have the groom auction the garter. The best man is tasked to bring the garter around and ask the guests to put dollar bills in the hat he is holding. The garter is given to the last person who puts money in the hat. There is also a tradition wherein wedding guests form two lines to each of the newlyweds and pay whatever sum they want to take their chance to dance with the couple.

Gifts have always been regarded as a part of the wedding tradition of the Americans. These days, a bridal gift registry can be enlisted to help the couple in the choice of gifts they prefer to receive. This is a very practical move as it eliminates the burden on the couple when they don’t receive gifts that they really don’t appreciate or multiple gifts of the same kind. Registering their choice of gifts allows the couple to track the gifts or return duplicates.
