U.S. develops parks above highways

In big cities, finding land for new parks is less of an expedition than an all-out land-rights battle with property owners. But some cities across the U.S. have found a slightly easier way to add to their greenspace. By utilizing the state’s air rights to the space above freeways that run below at ground level, cities can acquire 5 or 10 acres of parkspace essentially for free, such Freeway Park which occupies 5.5 acres above a freeway in downtown Seattle.

Of course, this free “land” is actually nothing more than open air above a freeway, requiring cities to pay the high construction costs of capping the roadway with land.

Such projects are currently being planned in St. Louis, Cincinnati, Dallas and San Diego. A recent article in Governing Magazine looks at more than two dozen highway deck parks that have been built or are under construction in the U.S. The article finds that even though the price of constructing parks on top of freeways can rise upwards of $500 per square foot, property values and local development boom once they are completed.

China overtakes Germany as world’s biggest exporter

Chinese officials have said that their country’s exports surged last December to edge out Germany as the world’s biggest exporter.

The official Xinhua news agency reported today that figures from the General Administration for Customs showed that exports jumped 17.7% in December from a year earlier. Over the whole of 2009 total Chinese exports reached US$1.2 trillion, above Germany’s forecast $1.17 trillion.

Huang Guohua, a statistics official with the customs administration, said the December exports rebound was an important turning point for China’s export sector. He commented that the jump was an indication that exporters have emerged from their downslide.

“We can say that China’s export enterprises have completely emerged from their all-time low in exports,” he said.

However, although China overtook Germany in exports, China’s total foreign trade — both exports and imports — fell 13.9% last year.

Disease outbreak feared after mass hysteria over “sweet” water in Mumbai

“18 hours of mass hysteria” (according to the Sunday Times of India) broke out last Friday in Mumbai as hundreds of residents flocked to Mahim Creek, one of the most polluted creeks in India that receives thousands of tonnes of raw sewage and industrial waste every day after reports that the salt water had suddenly turned “sweet”.

Television reports showed people drinking water on the spot with their hands, and others bathing, apparently to wash away their sins with the “holy” water.

At the height of the hysteria, bottled mineral water was selling for Rs 50 (RM4.50), with people buying the mineral water simply for the bottles, pouring away the mineral water and filling the bottles with water from the creek.

News reports of the Mahim Creek incident sparked further mass hysteria at Gujarat within hours, with residents there claiming that seawater at Teethal beach in Valsad had also turned sweet. About 400 people had gathered by the beach in the evening.

In the aftermath of the incident, local authorities stated that they were being were extra vigilant because of the possibility of a severe outbreak of water-borne diseases, such as gastroenteritis as a result of so many people drinking contaminated water. The Maharashtra Pollution Control Board had warned people not to drink the water, but despite this many people had collected it in bottles, even as plastic and rubbish had drifted by on the current. The Municipal Corporation of Greater Mumbai had ordered a bacteriological report into the “sweet” water, but suspected that “contamination in the water might have been reduced due to the waters from Mithi River flowing into the mouth of Mahim Bay“.

By Saturday morning, the hysteria had died down, as the taste of the water had returned to normal.

Yahoo! to purge personal data after 3 months

Internet giant Yahoo! announced on Wednesday that by January 2009 it will begin purging personal data collected when users access its search page at the 3 month mark, a far shorter time period than any of its search engine rivals such as Google, which retains personal data for 9 months, down from 18 months as of September, and Microsoft, which retains data for an 18 month period, though Microsoft has stated support for a six month industry standard. Prior to the announcement, Yahoo purged data at 13 months.

Just three years ago, the policy of all three search engines was to keep collected private data permanently, on the basis that it was necessary in order for them to run their services. However, in the wake of substantial public pressure, private advocacy and indications from regulators that if the industry did not police itself, it would be imposed upon them, all three companies instituted data protection schemes. Calls for shortening the time period before data is removed or obscured soon began and have grown in pitch.

Anne Toth, Yahoo’s vice president of policy and head of privacy stated that “we want to take the issue of data retention off the table.”

The move puts pressure on Google and Microsoft to follow suit, in a climate where European Union regulators have pushed for legislation, private advocacy groups are planning such a push in the U.S., and where Congress has raised questions about the extent Internet tracking of private data by telecommunications companies is being used to target advertising based on personal information.

Despite Yahoo’s data policy being more restrictive than that of Google’s or Microsoft’s, personal data will not be destroyed entirely but will by “anonymized”—hidden in various ways, including: deleting the final eight bits of a user’s IP address; changing the user’s Yahoo! ID to a one-way, secret, hash code and deleting one half of the identifier created; a similar hash obscuring of all cookie identifiers; and will filter certain types of unique personal identifiers such as credit card and social security numbers. Additionally, Yahoo indicates that it will purge information on page views, ad views, page clicks and ad clicks.

In a press release, Massachusetts Democrat Edward J. Markey, chairman of the House Energy Subcommittee on Telecommunications and the Internet, praised the restriction, and stated, “I urge other leading online companies to match or beat the commitments announced by Yahoo.”

Blow out sales prices likely on mattresses as new U.S. fire-resistant standards take effect

The peak heat release rate is limited to 200 kW during a 30 minute test. The total heat release is limited to 15 MJ within the first 10 minutes.”

The flammability of mattress sets sold in the U.S. is subject to a new mandatory federal regulation requirement passed by the Consumer Product Safety Commission (CPSC) on February 16 last year. The requirement, costing mattress manufacturers an estimated $100 million to meet, is scheduled to take effect on July 1. The commission anticipates that the new standards will save 270 lives and 1,330 injuries per year from mattress fires.

“We’ve passed a new open flame regulation and the whole idea behind the regulation is to make sure that if a mattress catches on fire that the fire burns slowly enough that people have enough time to get out of the house and get away,” said Hal Stratton, chairman of the CPSC

Radio and TV advertising spots are reacting to the new regulation by discounting prices on mattresses that fail to meet the new guidelines. Sales made in the mattress industry, like the automobile industry, are highly negotiable on price. The new regulation does not appear to have much “teeth” for mattresses already in the distribution pipeline, but it is a new law that is a bargaining position for potential buyers.

Colombian military spy plane crashes

According to media reports, a Colombian air force AC-47 (registration FAC1670) spy plane carrying five people has crashed near the Colombian city of La Dorada, in the department of Caldas.

All on board the plane are believed to have been killed, according to Colombia Reports. Among the dead, according to Monsters and Critics, are two technicians, a major and two second lieutenants. ABS-CBN News reports that the dead included three high ranking officials and two lower ranking ones.

Jorge Ballesteros, a Colombian air force official, says that the plane took off from an air force base in the city of Puerto Salgar and was on an exercise mission when it crashed. He also states that although it was on a training exercise, the plane was carrying bombs and machine guns.

A military team has been dispatched to the area to investigate the incident, but they have already put the blame on mechanical failure. Ballestero noted that investigators have ruled out a rebel attack and terrorism as possible causes.

AC-47’s have been used by the Colombian air force for nearly 20 years, most of which were donated from the United States. They were provided to the country in an attempt to fight the illegal drug market and to defend citizens and the military against rebel attacks. They are also used to gather intelligence and come equipped with a state-of-the-art communications system, radar and infrared detection systems.

Report urges Kenya to ban plastic bags
