Buffalo, New York —In an unanimous vote, the City of Buffalo‘s Planning Board voted to table the Elmwood Village hotel Proposal, postponing voting on legislation for up to 30 days.

The Board said its decision was due to the lack of public involvement, saying that there have not been enough meetings.

The Elmwood Village Hotel is a proposed project by Savarino Construction Services Corporation and was designed by Karl Frizlen of The Frizlen Group. The hotel would be placed on Elmwood and Forest Avenues in Buffalo, New York. In order for the hotel to be built, at least five buildings, that include both businesses and residents, must be demolished.

The Forever Elmwood Corp. is a Buffalo-based non-profit organization founded in 1994. Justin Azzarella, the Executive Director for the organization voiced support for the proposal, stating: “I am here today to lend Forever Elmwood’s support the hotel project. Particularly, Forever Elmwood is encouraged by the fact that this building follows the more stringent Elmwood Village Design Guidelines. We have been speaking with Savarino Construction, and they have promised us [Forever Elmwood] that they will engage the community further, including the surrounding Block Clubs and businesses. For that reason, while Forever Elmwood is in support of this project and the type of project that it is, we are asking also that the project be tabled so that the community can be further engaged. Specifically the surrounding Block clubs which include the Granger, Claremont, Asland and The Lincoln Parkway Block Clubs.”

“Because of the excellent work that Karl does and the game plan that they have, I think its an ideal use of this particular location. I think that this particular type of development needs to be encouraged and promoted as opposed to roadblocked,” said a man who owns five properties near the proposal site.

However, Evelyn Bencinich, a resident of Granger Place and whose house would be located directly behind the hotel said, “My property value will be depreciated or non-existent because no one is going to want to live behind a multi-story hotel. We are facing up to a year of noisy and dangerous demolition and construction. Children, pets and even drunk rebellers could wander on site and get hurt. Traffic tie-ups caused by large machinery and garbage bins is inevitable. Where will pedestrians walk? We could experience increased unsanitary flooding in our yards and basements due to the digging and cementing for the underground parking garage. Rats will be displaced into the immediate neighborhoods and be in great abundance. Once we get past the year of nightmare construction, what if you build it and they don’t come? We could ultimately have a seven million dollar rooming house on our corner.”

Patty Morris, co-owner of Don Apparel with Nancy Pollina at 1119 Elmwood also asked that the project be tabled saying, “this has only been public knowledge for less than two weeks and the public never saw the redesign. How can you vote on anything that no one has seen yet? The Board cut off Morris saying, “so specifically you don’t have any problem with it [the design] you just…” Morris then said, “Oh I am totally against this project, but thats besides the point isn’t it.”

The planning board is also concerned that the current design may still be too big.

At one point Board member Susan Curran Hoyt said, “we know you’ve cut down your number of rooms on this project, but we still see it doesn’t seem to fit the description of a ‘botique’ hotel,” and asked Eva Hassett, Vice President of Savarino Construction, “we wonder if you could reduce the rooms further.”

“One thing I didn’t talk about was the price levels of these rooms and that will be important to know. The room rate will be somewhere between US$120 and $160 a night, which is about the same price of the Hampton Inn down town and the smaller you make the hotel, the more expensive the rooms will get. We believe that we’ve made a good compromise in terms of the size of the hotel and perhaps botique means different things to different people,” said Hassett.

The board was also concerned that there is not enough parking asking, “are there alternative plans for valet parking off-site, in the event that you have a full hotel or a large event going on?”

“We are exploring several possibilities with respect to additional parking for valet and parking near-by,” replied Hassett. “We are also exploring the possibility of using the rear of 1105 Elmwood for additional parking, which would give us an additional ten or eleven spaces.”

The new design has a total of 55 parking spaces for 72 rooms, with 39 of them underground and the rest on ground level.

Although this is the old proposal, the new design will still be the same amount of distance from the property. Image: Savarino Construction Services Corporation.

Hassett also said that a “parking study” will be done on the area.

Concerns that the second floor of the hotel will be too close to the property of 605 Forest were also brought up. The board asked how far the hotel would be from the property and Karl Frizlen replied saying it would “be approximately five feet from the property line,” but he also admitted that, “I do not know exactly how close the house next door” will be from the hotel, but did say “I think the house is about four or five feet away from the property line and we [the hotel] sit right on the property line.”

The board is concerned the setback from the property is not enough saying the space between the building and the hotel is “pretty narrow.”

The City’s Common Council also agreed to table the proposal also citing the need for more public engagement and the need for more organizations to respond including the Buffalo Preservation Board and the Office of Historic Preservation.

During that meeting, Hassett also said the proposal to try and get a variance to obtain the properties of 605 and 607 Forest were “now off the agenda.”

The Common Council is expected to meet and hold a public hearing about the project and the rezoning of the properties to be demolished (1119-1121 Elmwood) on Tuesday March 7, 2006 at 2:00 p.m. in Council Chambers at City Hall. At the moment the properties are not zoned for a hotel.

Video report from BostonVideo: TUFKAAP.

The Internet group Project Chanology today held protests critical of the Church of Scientology. The protests marked what would have been the 49th birthday of Lisa McPherson, who is claimed to be a victim of the Church of Scientology’s practices. Lisa died in 1995 during a running of what Scientologists refer to as an Introspection Rundown, a procedure intended to help Church members deal with a psychotic or deeply traumatic event.

Protests were planned throughout the day in 14 countries and over 50 different cities. The estimation of total protesters world wide for Feb. 10, 2008 is 9,250 people.

Wikinews had correspondents at a number of protest locations to report on the events. This article was updated throughout the day with reports from around the globe.

Médecins Sans Frontières closes hospital amid rising violence in Haiti

Sunday, March 12, 2023

Protesters set tyres alight in Hinche on February 11, 2019. Image: Voice of America.

Médecins Sans Frontières (MSF) — also known as Doctors Without Borders — announced Wednesday they were temporarily closing their hospital in the Cité Soleil district of Haiti’s capital Port-au-Prince, citing rising gang violence such that they are “no longer able to guarantee the safety of patients or staff”.

The week prior, heavily armed groups increased their territory to include parts of Port-au-Prince and nearby towns, with stray bullets entering and clashes “just metres” from the hospital complex, and forcing schools to close.

In a statement, MSF medical adviser Vincent Harris said: “While the hospital has not been targeted, we are a collateral victim of the fighting since the hospital is right on the front line of the fighting. We realize that closing the hospital will have a serious impact on the people of Cité Soleil, but our teams cannot work until security conditions are guaranteed.”

However, field communication manager Alexandre Marcou emphasised that MSF “are not leaving Haiti”, and planned to redouble aid if necessary and safely possible.

Haiti’s gang violence has worsened since the assassination of President Jovenel Moise in July 2021, with murder, kidnapping and sexual violence reported in order to “terrorise” residents. In November, the United Nations (UN) reported gangs controlled 60% of the capital.

Haiti’s acting prime minister, Ariel Henry, last year called for an international force to help restore order. Whilst supported by the UN and United States, US efforts have stalled as no other country has agreed to “a non-UN mission led by a partner country”.

A hospital supported by MSF south of Port-au-Prince closed earlier this year after a patient was killed leaving the emergency room.

How Can A Structured Settlement Help Manage Short Term Cash Flow Deficits?

By Stewart Wrighter

Structured settlements are cash that is awarded to one party by the courts that will not be paid all at one time. The most common use of a structured settlement is to compensate an injury victim in a legal claim. The plaintiff and defendant agree to pay compensation over a certain period of time. This arrangement can be used with, or it to replace an immediate cash settlement all at once. It is often paid to major Life Insurance companies, who then pay the money to you in the form of an annuity.

This type of compensation has many benefits to the victim. First, these types of payments are exempt from Federal, state, and local taxation. It is like getting free money. It can be tailored to meet both current and future needs. For instance, it can be used immediately to meet past due bills and obligations, or to meet living expenses while recovering from the injury. However, it can also be set aside to provide for future needs, such as college tuition, retirement, or future surgeries. These payments are flexible and can be used to provide needed security in the future.

It is perfect for those who are no longer working, either because they are retired or who cannot work as a result of the injury. It is important to understand that you need a professional who is working for you, rather than the defendant if you are offered a structured settlement. Remember that the defendant’s attorney is loyal to the defendant and you need to consult a planner who is loyal to you and knows all of the possible solutions available to you in your particular situation. Obtaining the services of someone who is loyal to your interests is one of the most important steps that you need to take before accepting an agreement.

The first thing that you should do is to contact someone who specializes in this type of compensation before you undertake such an important decision. The professionals can help you get the best annuity rate and know the companies that will offer the best arrangement for you. These payments can be complicated and there are many options when it comes to the products offered by life insurance companies.

Structured settlements can be sold with the permission of the court at a later time if the needs of the recipient change. In most cases, if the need arises, then the recipient can file a motion to change the agreement. The court will also take into consideration the background of the buyer when a buyout is requested. A structured settlement is one of the most flexible ways to receive funds that are owed to you as result of a court decision. There are many things to consider and everyone’s situation is different. It is best to arrange a consultation with a professional to discuss your options for your future needs and help you avoid taxes. It is one of the most flexible options for receiving cash that is owed to you from an accident or injury and one of the best ways to secure your future.

Major explosions at UK oil depot

Sunday, December 11, 2005

Location of Hemel Hempstead within the UK
A shot of the fire taken near the depot

A series of large explosions have occurred close to Hemel Hempstead Hertfordshire, UK. The source of the explosions has been confirmed as the Hertfordshire Oil Storage Terminal (HOSL), Hemel Hempstead, known locally as the Buncefield complex. Up to 150 fire fighters are reported to be at the scene with 10 fire appliances and 1 specialist foamer.

The first ‘blast’ was heard near Hemel Hempstead on Sunday 11 Dec at 6 am. Further smaller explosions followed at 6:24am , 6:26am, 6:30am. BBC News 24 reported an additional, fourth large explosion. Hertfordshire Police Constabulary are currently treating the explosion as an accident.

Reports say the explosion, which registered 2.4 on the Richter scale, was heard as far away as Oxford, and Whitehall, Central London which is 60km (38 miles) away. Eyewitness statements report that the explosion was heard from at least 160km (100 miles) away and as far away as France and The Netherlands. Pilots reported noticing the blast from the North Sea and the West Country area of the UK. The M1 motorway which runs close by has been closed in both directions near the blast which is causing travel chaos as other roads become congested.

Malcom Stewart, a BBC News24 eyewitness who is a tanker driver for the site has reported that the site supplies several oil companies and is a joint operation between Total UK and Texaco, it is also used by BP, Shell and the British Pipeline association. The complex is not a refinery but a storage facility for refined petroleum awaiting distribution to airports and filling stations. The eyewitness reports that the depot has approximately 20 tanks which can hold about 3 million gallons (11 million litres or 70,000 barrels) each. Another News24 eyewitness has just reported that he has seen at least 5 of these tanks on fire.

The depot operates on a 24 hour basis and is split into 2 parts – aviation fuel and domestic fuel. A number of eyewitnesses have reported on UK news that the aviation fuel side appears to be the part of the site that has been affected.

Local authorities were not immediately available for comment but there have been reports of casualties.

Some reports on live television state that, “Several other neighbours said they did see a plane go into the depot.” BBC News 24 were also discussing the idea a possible plane crash as the cause of the explosions. Hertfordshire police have now gone on the record to say that there is no plane involved (BBC News24).

The police have issued a contact number 0800 096 0095 and asked that people do not call the emergency services in Hertfordshire directly unless it is an emergency.

Buncefield Fire, taken from Dunsmore, Bucks – about 20miles away.

In addition to being an oil storage depot, it is a major hub on the UK oil pipeline network with pipelines to Killingholme Lindsey Oil Refinery (LOR), Humberside (10 inch), Merseyside (10 and 12 inch), Coryton on the Thames Estuary (14 inch) and Heathrow (6 and 8 inch) and Gatwick airports radiating from it.

The disaster is believed to be the worst explosion at a petrochemical plant in the UK since the Flixborough disaster of 1974.Hertfordshire’s Chief Fire Officer Roy Wilsher said: “This is possibly the largest incident of its kind in peacetime Europe.”

A firefighting press officer said that they are stock piling foam from neighboring regions for a prolonged attach which they hope will stop the spread of the fire, however, the inferno itself will have to burn out which could take between 24 hours and a few days.

Despite the authorities saying that there is no need to panic buy petrol, filling stations have had above average queues since this morning and some small garages have ran out.

Deputy Prime Minister John Prescott has visited the scene.

Over two million people displaced by flooding in India

Wednesday, October 7, 2009

Two and a half million people have been displaced and over 250 people were killed following the heaviest flooding to hit southern India in a hundred years.

Karnataka was the state most heavily affected by the floods. R.V. Jagdish, a government spokesman, said that 172 deaths from the rains in the state were reported, and fifty thousand people are living in relief camps. The neighbouring state of Andhra Pradesh reported at least fifty flood-related deaths. 1.5 million people residing in 100 relief camps across that state, chief minister K. Rosaiah said.

Relief crews dispatched boats and helicopters to send rations to large numbers of villagers left stranded after torrential rains.

No less than five million people have been sent to temporary government shelter areas following the heavy rains, which had flooded millions of acres of cropland.

Ambrose Christy, the south zonal manager for anti-poverty group Caritas India, said that “we have never experience anything like this before. It is the worst flooding in 100 years. The situation could become even more severe as the rains get worst. If the Krishna River bursts its banks, millions more will be forced from their homes and a huge area of land will be underwater.”

No single cause of autism, research review concludes

Tuesday, July 12, 2011

New born Image: Ernest F.

Many factors of a child’s birth and the condition of the newborn are linked to the future development of autism, but no single factor has been identified as the cause, a meta-analysis of forty previously published research studies concludes.

Autism refers to a cluster of neurological developmental disorders, ranging to mild and severe, that interfere the child’s ability to adjust normally, including defects in normal communication and social interaction.

The systematic review, published in Monday’s issue of Pediatrics, presented the results of a meta-analysis of over sixty perinatal and neonatal risk factors associated with autism reported in the forty published studies. It identified sixteen that were significantly associated with autism. These included low birth weight, complications associated with delivery, fetal distress during labor, “poor condition” of the newborn along with a low Apgar score, multiple births, birth injuries to the baby, and hemorrhaging of the mother during childbirth.

However, the review found that often these factors are linked; not occurring independently but in combination, making the effect of any one factor difficult to determine. Further, the conclusions of the studies often were in conflict with each other regarding the relationship of any single one of the factors to autism. The researcher concluded there was “insufficient evidence to implicate any one perinatal or neonatal factor in autism etiology.” However, they said some evidence suggested the presence of “multiple neonatal complications may increase autism risk.”

[M]ultiple neonatal complications may increase autism risk.

The review also ruled out some factors, finding some were not linked to autism such as the use during childbirth of anesthesia, forceps delivery or vacuum extractor delivery. High birth weight and large head circumference of the newborn were also discounted.

The researcher who headed the study, Hannah Gardener, who was at the Harvard School of Public Health at the time and is now at the University of Miami School of Medicine, emphasized in an interview that parents should not worry if any one of the factors was present at the time of their child’s birth.

There is no single strong cause of autism.

She said, “There is no single strong cause of autism.”

Twin studies have concluded that there is a genetic component to autism and Gardener emphasized the importance of the review’s conclusions that point to the need for continuing study of how factors surrounding birth may interact with genetic factors to result in future autism in a child.

Garage Insurance Utilized Car Dealers And Repair Shops Watch Those Symbols

Submitted by: Felipeka Atkinson

Garage insurance is a significantly misunderstood policy form. Many professional insurance agents are confused about precisely when to use it and much more importantly precisely how. You can use a garage liability policy to protect a used car dealer, usually referred to as dealer’s insurance, or you can use this same form to protect an automotive repair shop or to set up body shop insurance. The trick is to know the symbols. If you own a automobile dealership or an automotive repair shop and are purchasing insurance for your enterprise, it is advisable that you locate an agent who specializes in the garage insurance form to assist you with this purchase so you don’t end up with the wrong form and perhaps come across yourself without coverage after a big loss.

As I mentioned earlier, both sorts of businesses, auto repair and or body shops and utilized car dealers both will need the garage policy. But exactly what type of operations are covered in these policies is driven by the symbols shown on the policy. This is especially crucial. If your organization is automotive repair or body work but your policy is set up with symbols that would apply to a car dealership, you could obtain yourself with out coverage in the event of a liability loss.

So how do you know if you have the correct symbols and thus the correct form? Pull out your garage policy and look at the initial page. Beside each type of coverage, normally to the left, there will be a least one two digit number between 21 and 31. These symbols will describe what is protected by the coverage shown beside that symbol. Here is a list of the most frequent symbols and what each 1 protects:

Symbol 21 Any auto

Symbol 22 All owned autos

Symbol 23 Owned private passenger autos only

Symbol 24 Owned autos other than private passenge

Symbol 25 Owned autos subject to no fault laws

Symbol 26 Owned autos subject to Uninsured Motorists law

Symbol 27 Specifically described autos

Symbol 28 Hired autos only

Symbol 29 Non-Owned autos employed in the Garage Enterprise

Symbol 30 Autos Left for Service/Repair/Storage

Symbol 31 Autos on Consignment

As you have probably figured out, if you are an automobile dealer and you have symbol 30 on your policy, you would find yourself with out coverage. So why not just put symbol 21 on all coverages? Well, since code 21 is the broadest coverage, you would have to pay additional for this insurance policy and in some instances you may be purchasing insurance protection that you didn’t genuinely need to have.

Take some time to look at your policy carefully and review the symbols for each line of coverage to make certain that they are appropriate for the work you do. If you need to have aid with this procedure, consult your agent. If you agent doesn’t specialize in companies needing garage policy, ie dealers insurance and auto repair shop insurance, then come across 1 who does. This protection is just too vital to leave up to an agent who is practicing on the job learning on your policies.

Indian Digital Agency Ting Opens Shop In Sydney, Australia}

Submitted by: Ting Digital

When it comes to zeroing down on a digital agency in Sydney, the options are plenty. The spectrum ranges from a digital marketing agency generally a large-sized old player in the market, to a digital creative agency a comparatively smaller and fairly new in the market kind of establishment. Then there is also a long, or sometimes short, list of digital marketing services that each of these digital agency has on offer.

Amidst the number of agencies comes one which offers something new, and more importantly, something fresh. Ting, a digital marketing agency has been operational in India for almost 7 years now, and is all set to impress clients based in Sydney and Australia with their quirky content and contemporary designs. With a list of digital marketing services including from Social Media managing and Websites to Branding and App designing, Ting is a digital agency that started out as a small digital creative agency and has worked its way up to becoming the digital marketing agency of some of the exciting brand markets such as sports and FMCG products.

Having recently stated operations in Sydney, Ting aims to provide the same digital marketing services to clients in Sydney. With the days of being a small digital creative agency in the past, Ting aims at becoming one of the fastest up-coming digital agencies in Australia; eventually making its way up to becoming the top providers of digital marketing solutions in the country.

What makes Ting different from the rest is the fact that they dont take themselves too seriously. This does not imply that the work is not taken seriously; just the fact that the environment in the organization does not reflect the stressful environment that is generally expected in the field of advertising and marketing. The belief that a relaxed mind often comes up with the best ideas is what urges Ting to ensure that the office environment stay professional but also relaxed at the same time.

The digital agency was formed just like most of the new ones come up these days a group of friends in advertising deciding to do something of their own. But thats where the similarities end. While most other agencies get into the rat race and eventually stop enjoying what they once loved doing, Ting has managed to protect their love for advertising by taking a limited number of clients on board and working with them on a more involved manner. Even with the employees, the organization has managed to keep family-like relations with all the working members, resulting in higher accountability on the employees part.

While the agency has made its mark, in its own quirky way, in the Indian market by handling PAN India brands such as Smaaash and RAW Pressery, it has now set its eyes on making the dream of four young advertisers to have their own multi-national agency come true. With the kind of organizational practices in place, talent on board, love for advertising intact and a sound way of functioning, there isnt any other way than upwards that Ting is expected to move in the coming years.
