New method of displaying time patented

An American inventor has patented a pair of new time formats with a footprint less than 50% of that of conventional four-digit time. The more unusual of the two new formats, called “TWELV”, dispenses with numerals altogether. In place of clock hands or digits, the new clock uses color to convey the hour and a moon image to convey the minute, which moon slowly grows throughout the course of an hour from a narrow crescent to a full-fledged circle.

The second and more approachable of the new formats retains numerical digits to indicate the minute but uses colors to convey the hour.

Early critics question whether the aesthetic benefits of the moon-clock will be sufficient to encourage users to learn the color-based time-telling system. However, the size advantages of the new system may make it particularly suitable for mobile applications, particularly cell phones, wearable computers, and head-mounted displays.

Mongolia’s ruling party wins elections as rioting subsides

Mongolia’s ruling People’s Revolutionary Party (MPRP) has been declared winners of the country’s legislative elections, two days after allegations of vote-rigging leveled against the ruling party sparked violent protests in the capital of Ulaanbaatar.

Preliminary results show the MPRP with 47 seats out of 76 in the State Great Khural, General Election Committee spokesman Nergui reported. The opposing Democratic Party won 26 seats, Nergui said, with the remaining seats divided between minor parties. The official results are expected to be revealed tomorrow. Nevertheless, the preliminary results indicate a decisive victory for the former communist party.

International observers say the vote was largely fair. There were some irregularities reported, but according to William Ifante, Mongolia director of The Asia Foundation, “they were in no way widespread” and the election “appeared to have been transparent and free throughout.”

This did not stop Democratic Party supporters from taking to the streets on Tuesday in protest of alleged election fraud. Rioters clashed with police, setting fire to the MPRP headquarters and a cultural center. Five people were killed in the violence, over 300 were injured, and around 700 protesters were detained. President Nambaryn Enkhbayar declared a four-day state of emergency in the capital, which will stay in effect until Saturday.

Calm has since been restored in Ulaanbaatar, although a heavy police presence remains in the city. “Life is steadily coming back to normal. Military equipment has been moved from the city and traffic restrictions have been lifted,” said Justic Minister Monkh-Orgil. Protests have been banned during the state of emergency, but Democratic Party leader Tsakhiagiyn Elbegdorj does not expect a recurrence of the violence.

However, Elbegdorj still asserts that the elections were marred by fraud, and he is demanding a recount. “I am deeply saddened that this vote was stolen,” he said. “It was stolen and there needs to be a recount. The result is false.”

Ford’s US auto sales spike, surpassing GM

Ford Motor Company said on Tuesday that its sales in the United States rose 43% in February compared to the same period last year, as the automaker outsold rivals Toyota and General Motors.

Ford said that total sales improved to 142,285 units, compared to 141,951 units sold by GM. Additionally, Ford said that its share of the total US car market rose to 17%, up from 14% a year ago. The increase was better than analysts had predicted, and Ford’s stock rose to a five-year high in morning trading, before declining later in the day. Ford’s sales were significantly influenced by a 74% increase in fleet sales to businesses. Rental car agencies alone accounted for around 30,000 units sold. Sales to retail consumers increased only 28%.

The increases were led by sales of two sedans, the Fusion and Taurus, which rose 166.5 and 93.3% respectively, although sales of other models such as SUVs and pickup trucks also increased. Both models were significantly redesigned last year, and analysts said that improved quality from such cars were driving the increases.

Other companies also reported February sales today, nearly all reporting sales gains as well, although none as large as those of Ford. Toyota was the sole exception to the sales gains, as their sales declined 8.7%, as the company was faced with a global recall during the month that led to a temporary stoppage of production for some models.

“The strength of our new products … are resonating with customers,” said Ken Czubay, Ford’s vice president of sales and marketing. However, he believed that traditional Toyota customers were not buying rival autos, but rather awaiting the results from the recalls.

Native American groups sue US state of Montana over ballot law

On Thursday, the American Civil Liberties Union of Montana and Native American Rights Fund filed a lawsuit against the state of Montana over its 2018 Ballot Interference Prevention Act (BIPA), saying it would prevent many Native Americans from voting.

Reportedly, most Montana residents vote through the mail, including 73% of votes in the 2018 midterm elections. Since the United States Postal Service does not cover most Native American reservations, many of the people who live there fill out their ballots and give them to voting organizations to deliver to election offices on their behalf. The complaint notes many residents of Montana’s reservations do not have access to reliable transportation to drive to voting sites.

Under the previous law, each carrier was limited to 80 of other people’s ballots, unless they were part of the voter’s family. Under BIPA, that number drops to six. The fine for breaking this law was set at US$500.

The Native American Rights Fund’s Jacqueline De León said, “BIPA ignores the everyday realities that face Native American communities. It is not reasonable to expect voters to drive an hour to drop off their ballot, so collecting ballots in reservation communities just makes sense. Criminalizing this behavior is unfair to Native American voters and does nothing to solve the real problem of mail not being picked up and delivered to Native homes.”

State legislators supporting the law argued it was to prevent voter fraud, specifically to prevent people from collecting ballots and then throwing them away if they did not like voters’ decisions. Montana Secretary of State Corey Stapleton said BIPA “is supported overwhelmingly by Montanans, including the counties in Indian Country […] It’s always dicey when plaintiffs try to overturn the will of the people.”

As of 2020, Montana had seven Native American reservations with about 70,000 people living on them. The World Population Review estimated the total 2020 population of the state at just over one million.

The plaintiffs were listed as Western Native Voice, Montana Native Vote, Assiniboine and Sioux Tribes of Fort Peck, Blackfeet Nation, Confederated Salish and Kootenai Tribes, Crow Tribe, and the Fort Belknap Indian Community. The suit was filed in Yellowstone County.

An issue raised by the complaint was BIPA’s definition of the term “family.” Many of the Native American cultures in Montana, the complaint pointed out, have a concept of family that does not match the nuclear family idea widespread in Western culture.

US Senate advances health care reform bill

The US Senate has voted by 60 to 40 votes to close debate on landmark health care reform legislation backed by President Barack Obama but unanimously opposed by Republican lawmakers. Now, the divided chamber appears to be heading towards a vote to pass the bill on Thursday.

All 100 senators were gathered in the Capitol building for a key procedural vote on health care reform legislation. All 58 Democrats in the Senate, plus the two independents who normally vote with them, voted for cloture, which limits the length of debate. All forty Republicans unanimously opposed the cloture.

The bill would extend health insurance coverage to 30 million US residents who currently lack it, and forbid insurance companies from practices such as denying coverage due to pre-existing conditions. Most residents would be required to purchase health insurance for the first time, with subsidies provided to those who cannot afford it.

“We’ll get this [bill] passed before Christmas and it will be one of the best Christmas presents this Congress has ever given the American people,” said Democratic senator Tom Harkin.

“This country, the greatest and richest the world has ever seen, is the only advanced nation on earth where dying for a lack of health insurance is even possible,” said Senate Majority leader Harry Reid.

Most Republicans, however, said they believed the bill is too expensive and would not correct the current problems with the US’s health care.

If the bill passes in the Senate, that version will have to be merged with a more liberal version passed by the House of Representatives which includes a government-run alternative, not included in the Senate version.

Many media outlets traditionally deliberately spread hoaxes on April Fools’ Day, including notable quality sources such as National Geographic and Science.

The popular British tabloid The Sun wrote that French President Nicolas Sarkozy is to undergo stretch surgery to make him taller than his wife, Italian artist and model Carla Bruni. The report claimed the 5 foot 5 inch leader would be made 5 inches taller in one year using a method by Israeli professor Ura Schmuck. The Sun noted that during his visit to Britain last week, Sarkozy had high-heel shoes while his wife wore a pair of flat pumps.

The Guardian on the other hand ran an article that suggested that Carla would head an initiative by Prime Minister Gordon Brown to bring more glamour, good taste and sophistication to the U.K. general population. This would involve collaboration with Marks & Spencer for high-street fashion and Jamie Oliver for meals and wine.

BBC News had real-looking footage of flying penguins fronted by documentary host Terry Jones, which were actually an advertisement for its new iPlayer.

David Tennant announces exit from Doctor Who

Actor David Tennant made an announcement Wednesday at the National Television Awards in the United Kingdom that he will end his time portraying the Tenth Doctor on the long-running BBC science fiction drama Doctor Who in 2009. The announcement came as part of Tennant’s speech accepting the outstanding drama performance award at the program.

Tennant, 37, is currently portraying the lead in a production of Hamlet with the Royal Shakespeare Company, and accepted the award by videolink. He was up against Doctor Who co-star Catherine Tate, who portrayed his companion Donna Noble. Doctor Who was recognized with the award for most popular drama program.

Tennant will again inhabit the TARDIS as the Tenth Doctor for the upcoming Doctor Who Christmas special, “The Next Doctor“, and will portray the Doctor in four additional specials set to air in 2009. A new actor will play the Doctor for the program’s 2010 series.

Tennant had initially been interested in portraying the Doctor in the 2005 series, but that role went to Christopher Eccleston. The series had previously been dormant since 1996, with Paul McGann in the lead role. Tennant has said that it was his childhood dream to play the Doctor. This is not his first time being recognized at the National Television Awards for his role as the Doctor. In 2006 he received the award for most popular actor, and again in 2007. In 2006 Tennant beat out actor Tom Baker as the favorite doctor, in a survey of readers of Doctor Who Magazine.

The Doctor comes from a race of Timelords, and has the ability to “regenerate” and change appearance when his health is failing. Actors including Russell Tovey, James Nesbitt, Paterson Joseph, John Simm and David Morrissey have been mentioned in the media as possibilities to portray the 11th incarnation of the Doctor.

I’ve been lucky and honoured to work with David over the past few years.

Russell T. Davies, the program’s current executive producer, commented to BBC News on the end of the Tenth Doctor and his work with Tennant: “I’ve been lucky and honoured to work with David over the past few years – and it’s not over yet, the Tenth Doctor still has five spectacular hours left! After which, I might drop an anvil on his head. Or maybe a piano. A radioactive piano. But we’re planning the most enormous and spectacular ending, so keep watching.” Steven Moffat will replace Davies as executive director of Doctor Who in 2010.

Tennant began his work as an actor with roles in theatre, and progressed to starring roles on television programs including Blackpool and Casanova. He has recently returned to theatre roles with the Royal Shakespeare Company, and has received praise for his work in Hamlet and Love’s Labour’s Lost.
